[edit] .la Takings by Los Angeles?

That's not right. All countries should have their own independant ccTLD. Having one city, over take a country's ccTLD is absurd.

According to the article, its intended use was for Laos-specific websites, however, the company administering the .la domain also allows other websites to register a .la domain. Since "LA" is a common abbreviation for Los Angeles, some Los Angeles-based websites are using a .la URL. Having said that, it doesn't seem to have really caught on. So Los Angeles is not "taking over" the .la domain at all - it still means, originally, a website connected to Laos.
