The answer to your question is quite simple. When the article (Palmer Station) was first written, it was acceptable to just have a list of references or external links at the bottom, but now in-line citations are the norm. Also, the policy on original research could apply to many articles without such citations. Take a look at any featured article, that is the quality that almost every article here on wikipedia should strive for.
