The compromise is that if we change the article name from "List of countries by military expenditures" to "List of countries and federations by military expenditures" we can put the EU in. Let's stop making such comparisons. You are not (and probably you'll never be) the president of the EU and US will never attack Romania. Also, Romania has a quite big economical and geographical importance, if you would read something about it you'll change your view.
