You can give me a message by clicking on the links to my name that I have left in this article, my username is Jtkiefer. that'll take you to my user page, from there click on discussion that's the user discussion page, then press the + icon that'll start a new comment and insert your statement there and press save page, if you feel you would like ot you can also put a little note in the edit summary to tell any users who are monitoring the recent changes list a why you made the comment, this works with pretty much any page in wikipedia as you have found out in palestinion

No, but you're close, on that page there's a discussion tab, click on that and then edit like you would a normal page, dont' forget to add four tildes (tilde=~) to the end of your post to mark your name and the time of the post.
