When you mark a page like coggy, you do not remove all content and replace, you just tag, unless the article is offensive or obscene. Thanks for checking on that, but the borrowing went the other way around. Notice that on http://www.califcity.com/history-1958.html, the author of that page copied and pasted from Wikipedia to the extent of including the "1" in square brackets (after the words "ran through the California City area") that indicates a footnote in the Wikipedia article.
