This IP is used as part of a bank to provide free public internet access to hundreds of public libraries across Staffordshire, UK.
For many people, the public internet computers are the only way they can access the web. Please be lenient when blocking this IP for vandalism as a great many people do use it to make valuable contributions to wikipedia.
Blocking anonymous users only would be a good approach as it will still allow registered users to work on wikipedia.
