Hi, at Wikipedia we don't operate like that. Because there is the possibility that multiple people could share the same IP address, or the IP address could be reassigned to someone else, we don't block IP's for a long time unless we're sure that it's only one person getting blocked, or perhaps a school where a lot of vandalism comes from. Your IP address has obviously be either reassigned to you or you share it with others (both very common situations). For a more in depth explanation see the blocking policy. If we blocked IPs like that we would lose a lot of valuable contributers. If you receive a warning for vandalism and it doesn't apply then please disregard it, if your IP address is blocked it won't stop you reading Wikipedia, it only stops anyone with that IP editing. If you want to edit I suggest creating an account, although that is completely optional and you can edit without an account, it's just that there are some benefits.
