-Because Navy Chief Petty Officers are also authorized to carry a sword (cutlass).
- Sorry, this discussion has come up before; CPOs are only allowed to carry the cutlass when dressed in period uniform while serving aboard the USS Constitution. This is not an authorized modern uniform, it is a special dispensation for historical display purposes.

Please do not keep undoing other people's edits without discussing them first. This is considered impolite and unproductive.
