Its not obligatory to write Risalah to become marja, as there are so many Mujtahids and Marjas in Iraq and Iran and few many out of these countries but all of them dont write risalah and there is no such proof required for marjaiyat and if someone really want to know about his qualification, may visit Hozah Ilmiyah Qum.
