While the copyright of the screenshot belongs to the TV company, I think that having this image on the Television in the Soviet Union constitutes Fair use as described by the USA law as it is:

Used to critically describe his work as one of the most important Soviet TV presenters
The image itself is of very low resolution and have now commercial value
Does not negatively interfere with the TV company business in any way
