In this picture a tramway track (green arrow) merges with a vehicle lane (red arrow) on a narrowing street. In this crossroads it is not reasonable to add one more phase to traffic lights cycle to stop car traffic when there's a green light for trams not necessarily in the vicinity of the crossroads.
Instead, there is already a lowered speed limit in the area due to many pedestrian crossings. In addition:
1) a flashing light warns the car drivers on an approaching tram
2) an illuminated traffic sign warns the car drivers about trams
3) a mirror helps the tram driver to see cars on the car lane
4) the tram driver uses turn indicators
5) there are several yellow lights on the side of the tram for helping the tram being visible in dark
